He was born and reared in Aberdeen, MS. He left Aberdeen and has resided in New York for the last fifty years.
He is survived by three children, Janice Belle, Staten Island, NY, Cecil S. Belle (Angie), Aberdeen, MS, and Ronnie Belle, St. Louis, MO
